EGPAF began supporting HIV and AIDS programming in Tanzania in 2003 and established a fully operational country office in 2004. Over the last two decades, in close collaboration with the Ministry of Health and other key partners, EGPAF has expanded its scope to include integrated HIV, Gender-Based Violence (GBV), and Tuberculosis (TB) services. Our efforts focus on client-centered approaches that address gaps in health service delivery and improve outcomes for vulnerable populations, including children and adolescents.

Job Overview

We are seeking a visionary leader to join our Tanzania team as the Associate Director, Program Optimization and Innovation. This is a high-level strategic role that reports directly to the Country Director.

The successful candidate will drive program quality, efficiency, and innovation across EGPAF’s entire portfolio. Your primary mandate is to ensure fidelity to national and international standards while simultaneously leading pilot projects to test new, scalable service delivery models. You will champion evidence-driven approaches that accelerate impact, ensuring sustainability and advancing the Foundation’s mission toward an AIDS-free generation.

Key Responsibilities and Strategic Deliverables

This role is dynamic and multifaceted. You will be expected to deliver results across four main strategic pillars:

1. Program Optimization & Quality Assurance

  • Strategic Fidelity: Develop and implement robust strategies for program fidelity, acceleration, and performance excellence. You will ensure that all programs align with the highest medical and operational standards.

  • Quality Improvement (QI): Lead comprehensive quality improvement initiatives across HIV, TB, maternal and child health, and health systems strengthening portfolios.

  • Data Utilization: Promote the aggressive use of program data to assess performance gaps and improve service delivery and patient outcomes.

  • Patient-Centered Care: Guide the establishment of standards for integrated, person-centered health care, ensuring the patient’s needs remain at the core of our operations.

2. Innovation & Learning

  • Pilot Design: Design and oversee pilot projects to test innovative service delivery models. You will be responsible for proving concepts before they are scaled up.

  • Improvement Science: Establish institutional standards for programmatic innovation and improvement science.

  • Strategic Alignment: Collaborate with country leadership to drive programmatic innovation that is strictly aligned with the Foundation’s “Pivot initiative.”

  • Training & Mentorship: Build the capacity of EGPAF staff, affiliates, and Ministry of Health partners in quality improvement and leadership.

  • Tool Adoption: Keep abreast of globally proven improvement tools and techniques, supporting the replication of best practices within the Tanzania context.

4. Collaboration & Reporting

  • Cross-Functional Integration: Work across departments (Program Implementation, Monitoring & Evaluation, Research, Sustainability) to ensure efforts are integrated and not siloed.

  • Reporting: Prepare high-quality quarterly and annual programmatic reports with accuracy, ensuring alignment to organizational goals and donor requirements.

  • Representation: Represent EGPAF in national and international forums, articulating our impact and strategy to high-level stakeholders.

  • Ethical Oversight: Ensure ethical oversight and proper documentation of all program activities.

Qualifications and Experience

To be successful in this role, candidates must meet the following strict academic and professional criteria:

Academic Background:

  • A Graduate or Postgraduate degree in Medicine, Nursing, Public Health, Epidemiology, Demography, or Program Management is mandatory.

Professional Experience:

  • Minimum of 12+ years of international experience leading quality improvement initiatives in the health sector.

  • Minimum of 6+ years in a management capacity, with specific expertise in innovation and transformative program design.

  • Technical Expertise: A strong background in HIV prevention, care, and treatment is essential.

  • Data Analysis: Proven ability to analyze complex program data and develop evidence-based strategies.
